Homeowners receiving property reassessments

WINNIPEG — The City of Winnipeg has sent out its second batch of property reassessment letters to Winnipeg homeowners, notifying them about the 2012 property values city assessors are thinking about assigning to their homes.

Every two years, the city reassesses the value of residential and commercial properties. It used to do this once every four years, but increased the frequency to ensure assessed values are closer in line with market values.

What is your opinion of your city tax assessment?
The city conducted a preliminary reassessment of all residential properties as of April 1, 2010. On that date, residential properties in Winnipeg increased by an average of 12 to 15 per cent over the same date in 2008, city assessor Nelson Karpa said.

But not all properties increased at the same rate. The city began mailing out reassessment notices in November, when 70,000 Winnipeg homeowners received their preliminary notices.

Another 62,000 homes were notified today. The final 76,000 homeowners will be notified in February.

All homeowners will be given a chance to discuss their preliminary reassessments at meetings with city assessment staff, who have the authority to change the assessments on the spot. The next round of meetings is slated for Waverley Heights Community Club on Jan. 24-27. Walk-ins are welcome, but you may also call 311 to set up a 15-minute appointment.

The city plans to mail out final reassessment notices in June. The appeal process will begin after that, Karpa said.

But simply winding up with a higher property assessment does not mean you will pay more taxes in 2012. Generally speaking, you only pay more property taxes if your assessment exceeds the city-wide average, which also includes commercial property assessments.

The city has yet to conduct its commercial property reassessments for 2012.

The other factor influencing tax increases is city council, which could vote to increase property taxes this year and in 2012. But council has not made such a move since 1997.

REALpac, tax watchers to ensure balance and fairness

The “2010 Property Tax Rate Analysis” was released by the The Real Property Association of Canada (REALpac) illustrating the 8th annual survey of property taxes in the entire country. This was prepared by the Altus Group showing the property tax assessment of both residential and commercial across the country. The result of survey conveys the rise and fall of city taxes to monitor weather there is an imbalanced business going.

“REALpac continues to call on all municipalities to ensure that commercial and residential property tax levels are balanced and fair,” said Michael Brooks, Chief Executive Officer of REALpac.

The result shows that Vancouver still holds the place for the worst commercial to residential property tax ration in Canada for the fifth consecutive year now, with 4.42 to 1. However, Montreal had a 15 per cent raise in their commercial and residential property tax ratio for over two years. While Toronto and Vancouver drop to 8 and 9 per cent respectively over the same time frame.

Outside of the top three, Winnipeg, Edmonton, Calgary, and Halifax yielded ratio increases of 6.8%, 0.4%, 1.7%, and 1.4% respectively from 2009-2010. Ottawa posted a ratio decrease of 3.4% over the same period.

REALpac members value tax fairness. Katz vows to fight province on sewage treatment

Winnipeg’s mayor says he is prepared to shout from the corner of Portage Avenue and Main Street in the New Year to change the province’s stance on sewage treatment requirements.

Sam Katz says the province’s position on sewage treatment is not only bad science but also a waste of money.

The city is overhauling its sewage treatment facilities and the Manitoba government is ordering the removal of both nitrogen and phosphorous from effluent.

The cost to the city to install the equipment would cost an estimated $350 million, he said.

“I’m not letting go of the nitrogen one. This is just the beginning — just the beginning,” he said. “I’m not going to sit around and let someone flush [that money] down the toilet. That’s not going to happen.”

Dwight Williamson, director of the Water Science and Management Branch for Manitoba Water Stewardship, agreed that scientists are not unanimous on whether nitrogen removal is necessary. Some believe removing only phosphorous is good enough, he said.

“[But] we don’t hold that view. There will be environmental benefits from the removal of nitrogen,” he insisted.

The dispute is expected in the New Year as budget time approaches in March. Katz wants to continue Winnipeg’s property tax freeze in 2010, which would make it the 13th consecutive year.

Saving millions of dollars on sewage treatment would make that a much easier goal, Katz has said.

When REALTORS® do a comparable market analysis, or CMA, on a property; they apply their expertise to a rigorous review of sales and listings of similar properties to determine what this property should sell for on the MLS®. If a property goes on the market this month, the CMA provides a sale price based on current market conditions, including other competing listings, prospective buyers for that type of property and the real estate market in general (e.g. consumer confidence, interest rate environment, etc.)

Accepting the final sale is an arm’s- length transaction, meaning it occurred on the open market between a willing buyer and a willing seller. The sale then potentially provides a good reference for others to as certain what their property may be worth when sold on MLS®.
